Consolidation of the eastern part of Ho Chi Minh City, Directly Administered Municipality, Districts 2, 9 and Thu Duc
The Vietnamese government has in principle agreed to a proposal to combine Ho Chi Minh City's three eastern districts, Thu Duc, Districts 2 and 9, into one administrative unit called "Thu Duc City".
Prime Minister Truong Hoa Binh has asked Ho Chi Minh City to consult foreign investors, including financial and real estate companies, on plans to transform the three eastern districts into "innovative urban areas."

The plan to merge Thu Duc, District 2 and District 9 into administrative units and turn it into an "innovative urban area" was submitted to the city's People's Committee by the Ministry of Local Government in May. Thu Duc is a university district, District 2 is the heart of the financial center, and District 9 includes a high-tech park and a manufacturing and processing plant, promoting smart city transformation. At a May 8 meeting with the city, Prime Minister Nguyen Xuan Phuc approved the project in principle. Experts said the need to push forward as economic development zones, such as Shanghai's Pudong district in China and Seoul's Gangnam in South Korea.
