24pt;\">\u8d8a\u5357\u8f49\u8b93\u5b9a\u50f9\u6982\u8ff0<\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>\u8a31\u591a\u5916\u8cc7\u516c\u53f8\u5728\u5206\u6563\u7684\u5730\u65b9\u7d93\u71df\u5de5\u5ee0\u3002\u8ca1\u52d9\u7ba1\u7406\u5718\u968a\u9700\u8981\u610f\u8b58\u5230\u5167\u90e8\u4ea4\u6613\u662f\u57fa\u65bc\u516c\u5e73\u539f\u5247\u6216\u7d93\u6fdf\u5be6\u8cea\u3002<\/p>\n<p>\u5728\u8d8a\u5357\u653f\u5e9c\u65bc2017\u5e744\u6708\u5ba3\u5e03\u8f49\u8b93\u5b9a\u50f9\u7a05\u5236\uff08\u7b2c20\u865f\u6cd5\u4ee4\uff09\u4e4b\u524d\uff0c\u8d8a\u5357\u7684\u8f49\u8b93\u5b9a\u50f9\u898f\u5247\u5f88\u5bec\u9b06\u3002\u6295\u8cc7\u8005\u53ef\u4ee5\u9032\u5165\u5e02\u5834\u800c\u4e0d\u5fc5\u64d4\u5fc3\u904e\u5ea6\u5b9a\u50f9\u653f\u7b56\u3002<\/p>\n<p>\u76ee\u524d\u6b63\u5728\u8003\u616e\u5728\u8d8a\u5357\u6295\u8cc7\u7684\u516c\u53f8\u548c\u5df2\u7d93\u5728\u8d8a\u5357\u7d93\u71df\u7684\u516c\u53f8\u5fc5\u9b1a\u6839\u64daOECD\u6e96\u5247\u548cBEPS\u884c\u52d5\u9075\u5b88\u7b2c20\u865f\u6cd5\u4ee4\u7684\u56b4\u683c\u76e3\u7ba1\u8981\u6c42\u3002\u6709\u3002<\/p>\n<h2><span class=\"ez-toc-section\" id=\"%E3%83%99%E3%83%88%E3%83%8A%E3%83%A0%E3%81%AE%E7%A7%BB%E8%BB%A2%E4%BE%A1%E6%A0%BC%E3%81%AB%E4%BF%82%E3%82%8B%E3%82%B3%E3%83%B3%E3%83%97%E3%83%A9%E3%82%A4%E3%82%A2%E3%83%B3%E3%82%B9\"><\/span>\u8d8a\u5357\u8f49\u8b93\u5b9a\u50f9\u5408\u898f<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>\u539f\u5247\u4e0a\uff0c\u8f49\u8b93\u5b9a\u50f9\u898f\u5247\u662f\u76f8\u540c\u7684\uff0c\u4e26\u4e14\u5728\u4efb\u4f55\u570b\u5bb6\/\u5730\u5340\u90fd\u76f8\u540c\u3002\u95dc\u65bc\u8d8a\u5357\u7684\u898f\u5247\uff0c\u91cd\u8981\u7684\u9805\u76ee\u662f\u76f8\u540c\u7684\uff0c\u5118\u7ba1\u8207\u5176\u4ed6\u570b\u5bb6\u76f8\u6bd4\u6709\u7d30\u5fae\u7684\u5dee\u5225\u3002<\/p>\n<p>\u5728\u7b2c20\u865f\u6cd5\u4ee4\u4e4b\u524d\uff0c\u8d8a\u5357\u7684\u8f49\u8b93\u5b9a\u50f9\u898f\u5b9a\u662f\u57fa\u65bc\u516c\u5e73\u539f\u5247\u3002\u56e0\u6b64\uff0c\u7b2c20\u865f\u6cd5\u4ee4\u7684\u6700\u5927\u4fee\u6b63\u6848<mark><strong>\u5f15\u5165\u7d93\u6fdf\u5be6\u969b\u6a19\u6e96<\/strong><\/mark>\u662f\u3002\u5916\u570b\u6295\u8cc7\u8005\u5728\u5efa\u7acb\u4f9b\u61c9\u93c8\u6642\u4e5f\u61c9\u8003\u616e\u7d93\u6fdf\u5be6\u8cea\u6027\u6a19\u6e96\u3002<\/p>\n<h2><span class=\"ez-toc-section\" id=\"%E7%A7%BB%E8%BB%A2%E4%BE%A1%E6%A0%BC_%E7%B5%8C%E6%B8%88%E7%9A%84%E5%AE%9F%E8%B3%AA%E5%9F%BA%E6%BA%96%E3%81%A8%E3%81%AF\"><\/span>\u8f49\u8b93\u5b9a\u50f9|\u4ec0\u9ebc\u662f\u7d93\u6fdf\u5be6\u8cea\uff1f<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>\u8a31\u591a\u5728\u8d8a\u5357\u8a2d\u6709\u751f\u7522\u57fa\u5730\u7684\u8de8\u570b\u516c\u53f8\u90fd\u5728\u8d8a\u5357\u8a2d\u6709\u6d77\u5916\u6bcd\u516c\u53f8\u3002\u5728\u8a31\u591a\u60c5\u6cc1\u4e0b\uff0c\u8d8a\u5357\u7576\u5730\u5b50\u516c\u53f8\u50c5\u5145\u7576\u5206\u5305\u5de5\u5ee0\u7684\u89d2\u8272\u3002\u6bcd\u516c\u53f8\u6bcf\u6708\u8207\u8d8a\u5357\u7576\u5730\u5b50\u516c\u53f8\u5275\u5efa\u767c\u7968\u3002<\/p>\n<p>\u70ba\u4e86\u4f7f\u8d8a\u5357\u7576\u5c40\u6279\u51c6\u8207\u89aa\u5b50\u4ea4\u6613\u6709\u95dc\u7684\u8cbb\u7528\u4f5c\u70ba\u6263\u9664\u984d\uff0c\u7d93\u6fdf\u5be6\u8cea\u539f\u5247\u5982\u679c\u53ef\u4ee5\u8b49\u660e\u4ea4\u6613\u7684\u91cd\u8981\u76ee\u7684\u548c\u7d93\u6fdf\u6548\u679c\uff0c\u5c31\u53ef\u4ee5\u63a5\u53d7\u3002\u4f46\u662f\uff0c\u5728\u8a31\u591a\u60c5\u6cc1\u4e0b\uff0c\u8d8a\u5357\u5b50\u516c\u53f8\u6536\u5230\u7684\u8207\u6bcd\u516c\u53f8\u548c\u5b50\u516c\u53f8\u4e4b\u9593\u7684\u4ea4\u6613\u6709\u95dc\u7684\u6280\u8853\u652f\u6301\u7b49\u4e26\u672a\u5f9e\u61c9\u7a05\u6536\u5165\u4e2d\u6263\u9664\u3002<\/p>\n<p>\u8d8a\u5357\u5b50\u516c\u53f8\u901a\u904e\u5176\u696d\u52d9\u6d3b\u52d5\u8cfa\u53d6\u7684\u4efb\u4f55\u5229\u6f64\uff0c\u5982\u679c\u662f\u7368\u7acb\u7684\u7b2c\u4e09\u65b9\u4ea4\u6613\u50f9\u683c\uff0c\u5247\u53ef\u4ee5\u8996\u70ba\u8667\u640d\u3002<\/p>\n<h2><span
